Policy & Compliance

The Office of Policy and Compliance provides expert counsel to the Department of Human Resources, the Mayor’s Office, and agencies to ensure understanding, consistent interpretation, application, and compliance with City, State, and Federal human resources policies, employment laws, and regulations.

The office performs an extensive range of complex and sensitive investigations as well as work assignments through the creation and development of human resources policies, compliance monitoring, interpretation, application of, and training on policies surrounding a broad range of Human Resources related matters. Staff also proposes and reviews legislation. Additionally, the office provides oversight for compliance functions and initiatives, including, but not limited to, Equal Employment Opportunity (EEO) and Family Medical and Leave Act (FMLA). From time to time, the office may represent the Director in collective bargaining negotiations.

The office also oversees the administration of the Civil Service Commission.

THREE OBJECTIVES

  • Create, revise, abolish, and publish policies, procedures, and standards in accordance with Federal, State, and Local rules, laws, and regulations
     
  • Ensure consistency and compliance to policies, procedures, standards, rules, laws, and regulations that treat employees with dignity without regard to race, color, religion, sex, national origin, age, physical or mental disability, sexual orientation, marital status, military or veteran status, gender identity and expression, genetic information, or any other factors protected by law
     
  • Educate supervisors and employees on employment and laws and regulations, policies, programs, practices, processes, and tools to ensure knowledge transfer for understanding and compliance
